Operation Warm Winter Uncovers Bomb Facilities

The Israel Defense Forces are continuing their efforts to dismantle the terrorist infrastructure in Shchem (Nablus) which has shown a growing rate of activity recently.

The operation, codenamed "Warm Winter," has so far yielded the discovery of at least three bomb manufacturing facilities and a warehouse used to manufacture explosive devices.

Terrorists have attacked the forces by hurling Molotov cocktails and shooting at the soldiers near the scene of the laboratories. One soldier was lightly injured.

"In recent weeks, we received information about extensive terrorist activity in Shchem (Nablus)," said Brigadier-General Yaron Golan, Commander of the IDF's Judea and Samaria Division,. "In just the last six months, nine explosive devices which were manufactured in this city were aimed at Israeli citizens. In 2006, 117 Palestinian youths were arrested after we had received information stating that they had intended to infiltrate Israeli territory and blow themselves up in our cities. This is a huge number, and it represents a significant majority of the 190 total detainees that were captured by the IDF over the course of last year."

The youths who were apprehended in Shchem belong to various terrorist organizations, among them the Palestinian Islamic Jihad, the PLO's Fatah Tanzim, and the "Popular Front for the Liberation of Palestinian."

"There's no doubt that as long as the operation continues, we will expose more weapons, bomb labs, and various parts of the terrorist infrastructure of the terrorist groups in the city. Our goal is to radically diminish the terrorists' capability to execute attacks from this area upon Israeli citizens," Brigadier-General Golan said.

The data which Brigadier-General Golan submitted along with intelligence that has been received recently compelled the authorities to initiate what is described as "a concentrated effort to thwart the widespread terrorist infrastructure in the city."

Brigadier-General Golan stated that the duration of the operation will be determined by periodic assessments of the situation, although it is anticipated to last a number of days. The IDF has imposed a curfew in the Kasbah region, near the Old City. The curfew's purpose is to prevent harm from coming to local residents who live nearby and who not involved in terrorist activities. It will remain in effect as long as IDF troops are operating in the area.

Three Islamic Jihad Terrorist Killed

Based on information attributed to "Israeli Security Sources"

In a joint ISA, IDF and Border Police special forces unit arrest operation earlier Wednesday morning (February 28th, 2007) in Jenin, two senior Islamic Jihad terrorists and their assistant were killed. The three are directly related to last week's thwarted terror bombing scheduled for Purim in Tel Aviv

Security forces arrived at the site of their location in order to arrest the wanted men when one of them, Ashraf Saadi, opened fire at the forces, lightly injuring a Border Policeman. In the ensuing exchanges of fire the three wanted men were killed.

Muhammad Ibrahim Mahmoud Ahmad "Abu Nassa", 34, of Jenin, was one of the senior commanders of Islamic Jihad in the region. Abu-Nassa was involved in the transferring of funds to Islamic Jihad terror cells and served as a close assistant to Husam Jaradat, head of Islamic Jihad's activities in Jenin until his death in August 2006.

Ashraf Mahmoud Nafaa Saadi, 29, also of Jenin, had been wanted by security forces for a significant period of time. Saadi was responsible for many shooting and bombing attacks in the region and was involved in the deadly suicide bombing attacks in Israel during 2005-2006.

Al'aa Rafik Da'ud Jabali served as an assistant of the two senior Islamic Jihad terrorist leaders.

It was this very Islamic Jihad terrorist infrastructure that dispatched Ummar Abu Roub to carry out a Purim suicide bombing in Tel Aviv, an attack which was thwarted by security forces last week.

The Islamic Jihad terrorist infrastructure in Jenin continues to operate via different channels to carry out attacks against Israeli civilians and security forces.

The IDF and ISA sources report that they will continue to carry out arrest and thwart operations as long and as intense as neccesary.

Official Cabinet Communique

At the weekly Cabinet meeting today (Sunday), 25 February 2007:

1. Prime Minister Ehud Olmert paid tribute to former Prime Ministers Menachem Begin (http://tinyurl.com/2xj496) and Levi Eshkol(http://tinyurl.com/yw8bvl) on the 15th and 38th anniversaries of their respective deaths.

Regarding the former, the Prime Minister said that, "Menachem Begin would always be remembered - at moments of national crisis - for preferring national unity over internecine strife. As Prime Minister, Menachem Begin made fateful decisions that shaped the fate of the State of Israel. He won the Nobel Peace prize along with the late Egyptian President Anwar Sadat, who was his partner in making peace between Israel and Egypt."

Regarding the late Levi Eshkol, Prime Minister Olmert noted that he was one of the founding fathers of the State of Israel and pointed out that he agreed that Zeev Jabotinsky's (http://tinyurl.com/cok9y) remains be brought to Israel, which symbolized national reconciliation and a change in the country's domestic atmosphere.

Prime Minister Olmert noted that the seventh of the Hebrew month of Adar (25 February 2007 this year) is the day on which the state memorial ceremony for fallen IDF soldiers whose resting place is unknown is held. He said that this was an especially difficult and painful day for many Israeli families.

Prime Minister Olmert also referred to the Zeiler Committee report. He paid tribute to the men and one of the Israel Police and especially commended those who recently foiled an attempted terrorist attack in Bat Yam. He also praised outgoing Israel Police Commissioner Moshe Karadi.

2. The Cabinet was briefed in the context of the 2007 annual intelligence assessment. GOC Intelligence Maj.-Gen. Amos Yedlin, Mossad Director Meir Dagan, ISA Director Yuval Diskin, National Security Council Chairman Ilan Mizrahi, Israel Police Commissioner Moshe Karadi and Foreign Ministry Center for Policy Research Director Nimrod Barkan were among those who briefed ministers.

Following the subsequent Cabinet discussion, Prime Minister Olmert said that the Cabinet would hold a series of regular discussions in the context of the Ministerial Committee on National Security regarding the conclusions and lessons of the investigations carried out by the IDF following the fighting in Lebanon.

3. The Cabinet changed the composition of Israel Land Administration appointments review committee.

4. The Cabinet approved a supplementary assistance plan for Ashkelon.

5. Pursuant to the 1965 Israel Broadcasting Authority (IBA) Law, the Cabinet recommended that the President appoint various individuals to the IBA plenum.

6. The Cabinet approved the recommendations of the committee chaired by Finance Ministry Budget Director Kobi Haver on streamlining and making more efficient the processes involved in receiving a business license in Israel. Prime Minister Ehud Olmert and other ministers praised the committee's work.

7. Pursuant to the 1959 Civil Service Law and in accordance with the recommendations of the Civil Service Committee, the Cabinet exempted the position of Finance Ministry Tax Authority Director from public tender.

8. Pursuant to the 1959 Civil Service Law and in accordance with the recommendations of the Civil Service Committee, the Cabinet exempted various Strategic Affairs Ministry positions from public tenders.

9. The Cabinet discussed the issue of the restoration of Jewish property rights and noted Prime Minister Olmert's decision that Minister Yaacov Edery will be responsible for the issue and for the issue of the rights of those Jews who left Arab countries as refugees. The Cabinet also established a ministerial committee on the issues, to be chaired by Minister Edery, and a steering committee.

10. Pursuant to Articles 15 and 31A of Basic Law: The Government (http://tinyurl.com/2v5nk), the Cabinet decided that:

A. MK Esterina Tartman will serve as Tourism Minister.

B. Minister Yitzhak Herzog will serve as Social Affairs and Services Minister and will be responsible for Diaspora affairs and the struggle against anti-Semitism. See http://tinyurl.com/3dslhm for further details.

C. Minister Raleb Majadele will serve as Science, Culture and Sports Minister.

D. The Social Affairs Ministry will be renamed as the Social Affairs and Services Ministry.

F. Minister Yaacov Edery will be responsible for the State of Israel's 60th Independence Day festivities.

The Hamas-Fatah agreement reached at Mecca does not meet the requirements set out by the Quartet for any Palestinian government. To the contrary, this agreement, as well as Hamas' statements and actions, indicates that Hamas continues to seek to gain international legitimacy without compromising on its fundamentalist ideology, including its goal of the destruction of Israel.

It was the clear statements of the Hamas advocating violence, opposing a two-state solution, and denying the right of Israel to exist, as well as its direct involvement in terrorism, which prompted the international community to set out three clear conditions for any Palestinian government to attain legitimacy and international cooperation. The burden of proof that it has changed is on the Hamas, a designated terrorist organization. But in fact, as detailed below, express statements by Hamas leaders following the agreement leave no room for doubt that there has been no movement by Hamas towards accepting these foundational principles for peace.

The Quartet has demanded that any Palestinian government must be committed to these three conditions and that "it should contain no member" who has not committed to them. Participation in a government, the policy of which is not based on a commitment to these principles, can clearly not be considered to satisfy the Quartet's demand.

There is currently no agreed platform or binding agreement regarding the policy of a future government. The letter of appointment from Palestinian Authority President Mahmoud Abbas included in the Hamas-Fatah agreement invites Hamas leader Ismail Haniyeh to form a government, but cannot in itself constitute the political platform of the future government and cannot be considered to represent fulfillment of any conditions that government is required to fulfill.

But even were the letter a binding commitment representing the policy of the new government, it would not meet any of the three fundamental requirements repeatedly set out by the Quartet: to recognize Israel, to renounce terrorism and violence, and to accept previous agreements and obligations, including the Roadmap.

1. Recognition of Israel

The Quartet's requirements recognize that there can be no hope of a two-state solution, unless each recognizes the right of the other to a state. Recognition of the right of Israel to exist is en essential precondition for any Palestinian partner in peace.

The Hamas-Fatah letter of appointment contains no recognition of the State of Israel. In fact, the word "Israel" does not appear in the document. Even the PLO-Israel agreements are referred to merely as "agreements signed by the PLO".

The fact that Hamas has not changed its intransigent position on this issue in the slightest was emphasized by Ismail Haniyeh's adviser, Ahmed Youssef just a few days after the conclusion of the agreement:

"The issue of recognition was not addressed at all in Mecca. In the platform of the new government there will be no sign of recognition (of Israel), regardless of the pressures the United States and the Quartet would exert." (Reuters 10 Feb 2007)

Similarly, Hamas spokesman Ismail Radwan, emphasized that the agreement marked no change in Hamas' refusal to recognize Israel:

"The agreement reached at Mecca does not mean recognition of the Israeli entity... The position of Hamas is firm and well known and it is one of non-recognition of the legitimacy of the Zionist entity...." (Interview to French News Agency 9 Feb 2007)

2. Renunciation of terrorism and violence

'Two states living side by side in peace and security' can never arise if one side still advocates the use of terror. For this reason, the Quartet has repeatedly insisted that any Palestinian government renounce terrorism and violence.

The letter of appointment contains no undertaking to refrain from terrorism and violence. To the contrary, the letter calls on the new government to commit itself to the National Conciliation Document. This document, it will be recalled, explicitly legitimizes the use of violence and terrorism, calling on the parties "to uphold resistance… in tandem with political action (Article 3) and "to lead and engage in resistance against the occupation" (Article 10). Such calls are, of course, in direct contradiction to Palestinian obligations in previous agreements, including the Roadmap, which call, inter alia, for an immediate end to "armed activity and all acts of violence against Israelis anywhere."

Hamas' refusal to renounce violence was clearly stated by Hamas' representative in Lebanon, Usama Hamdan:

"Everyone knows that one of the conditions for recognition of the government and opening the flow of money to it was to be the end of violence and resistance. We said the resistance would continue and we have carried out actions such as capturing the Israeli soldier Shalit, as well as other actions against the aggressive occupation… Hamas still sees resistance as a strategic option and will not make any concessions until - if Allah wills it- we shall be victorious in Palestine." (Interview on Al-Manar radio station 14 Feb 2007)

In practice too, Hamas has given no indication of any intention to renounce violence. It continues to hold Gilad Shalit hostage, to smuggle illegal weapons and explosives into the territories, and to glorify terrorism and violence. In addition, it has taken no measures to implement Palestinian obligations to prevent acts of violence by other Palestinian groups, including the firing of Kassam missiles on Israeli towns and villages. To the contrary, Hamas government spokesmen have made clear that they support such attacks and have no intention whatsoever of preventing them.

3. Acceptance of previous agreements and obligations, including the Roadmap

The Quartet has repeatedly insisted that any Palestinian government is required to accept previous Palestinian obligations and agreements, including the Roadmap. These agreements reflect the result of painstaking negotiations and compromises by both sides. There can be no value in working to new agreements with a partner who reneges on previous ones.

The letter of appointment calls on the new government "to respect the agreements signed by the PLO", but this falls far short of the Quartet's requirement for several reasons:

a. The respect for the agreements is stated to be 'on the basis' of the Palestinian higher national interests and other documents, including the National Conciliation Document which, as noted above, legitimizes and calls for acts of terror. A provision which makes respect for the agreements subject to these other considerations amounts to little more than a willingness to selectively accept those parts of the agreements which do not contradict Hamas' longstanding extremist goals.

The fact that the so-called 'respect' for agreements has no meaning in practice was explicitly noted by Khalil Abu Leila, of Hamas' political bureau. When asked whether Hamas has committed itself to respecting the PLO agreements, he replied:

"Only as concerns matters that do not contradict the higher interest of the Palestinian people. That is important. We as Palestinians can negotiate with the help of our Arab brethren and say: "Where then is the higher Palestinian interest? If we can agree, we shall act according to that agreement. I say that the way of the previous government, based on Palestinian unity, was in the right direction, for the higher Palestinian interest. If we can find that interest in the agreements (signed by the PLO) we shall abide by them. But if the interest lies elsewhere we must get rid of them (the agreements) and return to jihad (war) with the oppressive Zionist enemy.” (Interview to BBC Arabic Service 16.2.2007, )

b. While the word 'respect' seems to indicate a commitment to the agreements, the insistence of the Hamas leadership on not using the words 'accept' or 'commit', as required by the Quartet, suggests that they intend to mean something far less binding. Moussa Abu Marzouk, Deputy Head of Hamas Political Bureau emphasized the importance of this distinction in the days following the agreement:

"There were detailed discussions on this issue, regarding the words 'respect' and 'commit' and it was clear to all that Hamas could not commit to something which is not included in the political positions it has presented on this issue… The fact that Abu Mazen accepted the word 'respect' in the letter of appointment made an important contribution to the breakthrough." (Interview on Hamas website 17 Feb 2007)

The distinction between the terms 'respect' and 'commit' is all the more apparent since, in the same letter of invitation, the word 'commit' is used - in relation to the commitment of the new government to the 'higher interests' of the Palestinian people and to other documents, including the National Conciliation Document.

Additionally, it will be recalled that the Quartet called for respect not just for agreements, but also other obligations, "including the Roadmap", since the Roadmap is not a formally singed agreement between the parties. The omission of any reference to the Road Map raises troubling questions as regards the scope of the provision.

c. Statements by Hamas leaders make it clear that Hamas' fundamental opposition to the Israeli-Palestinian agreements remains unaltered. Usama Hamdan, Hamas' representative in Lebanon, restated its uncompromising position:

"All the agreements with the occupation were historic errors because they implied recognition of the legitimacy of occupation and opposition to further resistance." (Interview on Al-Manar Radio station 14 Feb 2007)

d. Hamas' actions similarly disprove any suggestion that it is prepared to comply with the provisions of the agreements reached between the PLO and Israel. These agreements set out obligations, inter alia, requiring the Palestinian side:

- to take action against all expressions of violence and terrorism (see e.g. Interim Agreement, Annex I, Article 2; Wye River Memorandum paragraph A; Roadmap, Phase 1)
- to restrain individuals and groups conducting and planning violent attacks on Israelis anywhere (e.g. Roadmap, Phase 1)
- to confiscate all illegal weapons and ammunition (e.g. Sharm e-Sheikh Memorandum, Para. 8; Roadmap, Phase 1)
- to respect internationally-accepted norms and principles of human rights (e.g. Interim Agreement, Article XIX)
- to foster mutual understanding, abstain from incitement, and ensure that its education system contribute to peace between the Israeli and Palestinian peoples (e.g. Interim Agreement XXII)

Any suggestion that Hamas respects these agreements contrasts starkly with its continued smuggling of illegal weapons, its glorification of violence and terror, its vicious incitement against Israel, and its persistent violation of the fundamental human rights of the Palestinians it claims to represent.

In conclusion, the evidence indicates that Hamas has not changed, neither in principle nor in practice, in order to comply with the international community's requirements set out by the Quartet, or to acquiesce to the political platform of a Palestinian government which is committed to these principles. To the contrary, Hamas' outright rejection of these requirements was stated clearly by Khalil Abu Leila, of Hamas' political bureau, just days after the agreement was reached:

"I believe that Mecca was a success, because the aim was reached, but as far as the principles of Hamas are concerned, Hamas maintains its positions for the higher Palestinian interest. It continues not to agree to surrender and obey the conditions of the Quartet." (Interview on BBC Arabic Service 16 Feb 2007)

The conditions set out by the Quartet, which Hamas continues to reject, are not obstacles to peace, but rather the basic tests by which the international community can determine whether any Palestinian government is capable of being a partner in peace. As such, they are not subject to negotiation and cannot be satisfied by vague formulations or hopeful interpretations.

Were any government which refuses to meet these basic foundational principles for peace to receive international legitimacy and support, this would be a grave setback for prospects of peace, and a betrayal of the genuine moderates, on both sides of the conflict, who truly believe in a two-state solution to the conflict and seek to make it a reality.

Top Terror Operative Killed in Jenin

During a joint operation carried out by the IDF, General Security Services, and a special Border Police infiltration unit in the Jenin refugee camp, Mahmud Ibrahim Kasem Abid- also known as 'Abu Jahim'- was killed.

'Abu Jahim' was among the main directors and initiators of a suicide bombing scheduled for the upcoming Jewish holiday of Purim that was thwarted in central Israel two days ago.

Kassam Abid operated as one of the senior leaders of the Islamic Jihad infrastructure in northern Samaria, and was wanted for his operations as part of the terror organization. When he was arrested, Kassam Abid was armed with an M-16, and a number of explosive devices were found in his vehicle.

Security forces launched a pursuit on Tuesday (20/02/07) following information about a Palestinian citizen from the village of Jilabun who was known to have left Jenin with a bag of heavy explosives. The GSS and Israeli police department located the bag in the area of Rishon Letzion.

In his initial investigation the terrorist turned in information about his recruitment by 'Abu Jahim'. Furthermore, he received explosives to be used in the execution of a terror attack in the new Central Bus Station of Tel Aviv on the Jewish holiday of Purim - early next week

"There is certainly a direct connection between the arrest of the terrorist yesterday in Bat Yam and the elimination of the top terrorist in Jenin, and this is part of the ongoing struggle of the IDF, Border Police, and the GSS; we received intelligence information pertaining to the location of the terrorist as part of this continuous effort," said Menashe Brigade Commander, Colonel Hartzi Halevi, and added:

"A team of special infiltration forces arrived at the location and killed him at the heart of the city of Jenin. The terrorist was inside an armor-protected vehicle, realized he was being observed and attempted to threaten the IDF forces. I am glad our defense systems operated in this incident in order to thwart a terror attack in the center of the country; our mission is to carry out these activities in Jenin as best we can in order allow the residents of Tel Aviv and Bat Yam to live in quiet. IDF, GSS, and Border Police forces operate day and night in order to prevent and thwart terror activities and to achieve impressive and effective results as we achieve today."

The Brigade Commander also noted that "the Islamic Jihad terror organization receives a lot of support from terror operatives and collaborators in Damascus."

'Abu Jahim', born in 1986, a resident of the refugee camp in Jenin, has been a wanted Islamic Jihad operative for a long time. During the past two years, following many arrests of top Islamic Jihad infrastructure terrorists in northern Samaria and Tulkarm, 'Abu Jahim' has been marked a prime target by security services.

Abu Jahim is a known engineer in the Islamic Jihad infrastructure, and a scout recruiting potential suicide bombers. He acted as a high quality bomb constructer, and assisted tens of explosive attacks targeting IDF forces in Jenin.

From the Heights of the Golan

The IDF Paratrooper Brigade has wrapped up a massive multi-month exercise with a final exhibition last week on the Golan Heights. The Paratroopers' maneuvers, which were held in conjunction with units from the Air Force, the Armored Corps, Combat Engineering, Artillery, Field Intelligence, and Logistics - were the most extensive and complex in the last six years.

The exercises, which were carried out on the battalion level, included various combat scenarios, among them combat in built-up urban areas, open fields, and mountainous regions. The exercises culminated on Wednesday in "wet" drills, which are live-fire exercises, which were aimed at determining the level of coordination among the various units in combat situations.

Defense Minister Amir Peretz, Chief of Staff Lieutenant General Gabi Ashkenazi, and other members of the General Staff toured the area and joined dozens of soldiers who congregated at various observation points overlooking the Mt. Shifon ridge to get a view of the exercise's grand finale.

"Our goal was to prepare the warriors to deal with operative challenges that await them in the future together with all the forces that we will combine with in an emergency situation," an army official said.

Galilean tour operators invest to promote tourism in the areaSome 160 enthusiastic members of the global tourism industry took over the Galilee's tourist attractions last week, in the framework of project "Go Galilee," aimed at exposing tour operators from across the world to Israel's beautiful north.

Data shows that, on average, tourists spend less than one night in the Galilee region. Therefore, hotel operators and tour agents decided to invest in marketing the area in the world in a bid to bring more travelers to the north.

Galilean tour operators invested some $200,000 in the project, in the hope that when their guests return home, they will spread the word of how beautiful and safe the Galilee is.
High-class Jewish tourists that visit the country on holidays, usually stay in five-star hotels in the Tel Aviv and coastal areas. Christian travelers, on the other hand, find the Galilee attractive due to its religious connotations. The “Go Galilee” marketing project was initially launched in 1990 addressing evangelistic audiences and tour operators. Results were visible on the ground as Galileans saw an increase in the number of Christian-evangelistic travelers.

"It is important for us that leading tourism agencies will get to know the many various attractions the Galilee has to offer and recommend travel packages we offer to their clients,” said Yaakov Zanberg, who is heading this marketing campaign.

This year as well, 115 travel agents and 45 journalists will be guests of the "Go Galilee" project.
"Tourism to the area was affected by the war as was the image of the State of Israel. We realized that it was crucial to the area's economy to invite as many decision-makers to the area as possible, to prove to them that it is safe, green and pleasant here." Zanberg added.

During their four-day trip, the agents and journalists will visit the Sea of Galilee, Nazareth, Tiberias, Safed and Jerusalem. "Their schedule is packed, but the experience is long-lasting," Zanberg said.

Israel's FM condemns Polish MEP's anti-Semitic booklet

Israel's Foreign Ministry condemns Polish MEP's anti-Semitic booklet

The Foreign Ministry strongly rejects the anti-Semitic booklet entitled "Civilizations at War in Europe" by Polish MEP Maciej Giertych, a senior member of the League of Polish Families, the spokesmen of which have previously made anti-Semitic remarks. It should be noted that MEP Giertych's brother, the Chairman of the League, is Polish National Education Minister Roman Giertych.

The aforesaid booklet includes anti-Semitic stereotypes that must be clearly and aggressively rejected by all civilized people. Israeli Ambassador to Poland David Peleg raised the issue this morning (Wednesday), 21 February 2007, with the Polish Deputy Foreign Minister, who expressed the Polish Government’s and the Polish people's reservations over the booklet. Polish President Lech Kaczynski has issued his reservations over the remarks in the booklet and we expect the Polish Government to issue a similar condemnation. In this context, Israel wishes to protest that Polish Deputy Prime Minister and Agriculture and Rural Development Minister Andrzej Lepper, who also serves as Chairman of the Self Defense party, received an honorary doctorate from the anti-Semitic Ukrainian Interregional Academy of Personnel Management (MAUP).

In a joint IDF, ISA and special Border Police arrest operation this morning in the Jenin refugee camp, Mahmud Ibrahim Qassem Abid "Abu-Jahim", a senior wanted Islamic Jihad terrorist in northern Samaria, was shot and killed after firing his weapon near the force."Abu-Jahim", born in 1986 and a resident of the Jenin refugee camp, has been wanted by security forces for a long time.

In the past two years he has become a central target, following arrest operations of senior members of the Islamic Jihad infrastructure in the northern Samaria, in the Jenin and Tulkarm areas."Abu-Jahim" is known as an engineer of the Islamic Jihad infrastructure and has recruited many suicide bombers for attacks in Israel. "Abu-Jahim" was responsible for the manufacture of high quality explosive devices and involved in dozens of explosive device attacks against Israeli soldiers in the Jenin area.

He was one of the commanders directly responsible for the attempted suicide bombing attack in Central Israel which was thwarted on Tuesday, February 20.On Tuesday afternoon, a successful search was held for a Palestinian, resident of Jalbun who left Jenin in the morning carrying a large explosive device in his bag. The explosive device was retrieved by the Israel Police and the ISA near the city of Rishon Letzion.

In an initial investigation, the apprehended terrorist admitted that he had been recruited to the Islamic Jihad terrorist infrastructure by "Abu-Jahim", who also supplied him with a large explosive device meant for a suicide bombing attack in the Tel-Aviv new Central Bus Station. "Abu-Jahim" was one of the most senior wanted terrorists in Samaria. His ability and his experience in manufacturing explosive devices and recruiting suicide bombers made him one of the most important figures in one of the most dangerous terrorist infrastructures in Samaria, a lethal infrastructure that used different methods to strike at Israeli targets.
